Great job, but this is (I believe) Chaney Sr. in "London After Midnight", in which case he was not a ventriloquist but a supposed vampire.  He is a ventriloquist in the silent and sound versions (his only sound film, and his last film), "The Unholy Three", and his disguise there was as a sweet old lady.
